If you were of some previous concern then yes this form of surveilance is employed as is facebook, twitter and email accounts. It is actually rather easy to hack a computer via the internet and switch on their cams...... As for authorities doing so, the 'intelligence' gathered from these mediums in the past has been illegal and inadmissable in court and could only be utilised to gather legal forms of evidence. With the new S.O.P.A being legislated, all forms of online surveilance would be legal and legally admissable in court. With this act, expect the authorities to heavily advance associated technologies and increased dependency on it as it is cheaper, easier and more dependable than getting physical evidence types. (There are approx. 50,000 employees of MI5 and subsidary orginisations - all experts at gathering and filtering intelligence). Stick some blutack on your lense and if it makes you feel more comfortable. (Doesn't stop them listening to everything via your home phone handset - been going on for years........)

As for being 100% BS Army Guy, how is it then that i have personal experience of court cases based on illegally begotten 'evidence' (open telephone recievers) being admissed by the CPS in trial and admittedly unlawfully employed by the police. (funnily enough the paticular Judge ALLOWED said evidence to be admissable and convicted on the strength of it as no other evidence could be found to sustain a case driven by what they (police CPS) knew but could not otherwise legally prove. Appeals were launched post trial and conviction eventually overturned).
The short of it.... The authorities can and do what they will when it comes to surveillance techniques, as a lot of the time they are clueless without it. If i were in the business of needing evidence of criminal activity then tapping suspects and their associates home environment would be the highest and most profitable resource available to me. Common sense alone tells you that......

"I'm gonna tell you you the two most important things in life - 1, never rat on your friends 2, always keep your mouth shut". Jimmy Conway
Without a break in this philosophy then organised crime is unstoppable. It's when they are broken that the authorities can start to build evidence for cases and conviction.
