Contrary to popular belief it is not really the President who can balance or blow apart a budget. It's Congress. Although the President can propose bills and his signature is on all of them, but in the grand scheme of things it actually is not the President. (However if a President does not sign a bill and Congress wants it bad enough it can still be voted into law anyway)
With that being said the answer to your question is actually that it was Congress. Newt Gingrich (this surprised me too) rallied the Republican Caucus into cutting the deficit in 7 years and slash the red ink that had been on the books for 30 years. The nay sayers said it could not be done in 7 years, it was actually done in 4. The bills that the Clintons proposed, which one of them was of course the health care plan would have sent the deficit to where it is now, in outer space.

Anyone can lower the deficit, crate a surplus, balance the budget. Just raise everyone's taxes to 90%. The difficulty is doing it with lower taxes.

Cut government services, which is why the FAA was too understaffed to respond to the 9/11 pilot who was turned into the FAA five times during the Clinton admin.

He slashed funding for all regulatory agencies, which drastically cut down enforcement.

He also cut funding for intelligence gathering, which is why Clinton was able to start the WMD lie based on no actual evidence of WMD being found in Iraq after 1991.

He deregulated the financial sector, when the vast majority of both parties in both houses of Congress voted to repeal the Glass-Steagal act in 1999. Not enforcing that saved a pile of money. And it led directly to the financial meltdown of last year.

So he saved a ton of money by virtually shutting down all regulatory and enforcement agencies.

And that's also why he didn't want to spend money on developing any new alternative energy sources. That was 10 years ago, so those alternative energy sources would be hitting the market just about now.
