How do you do a video response on youtube?

I want to get more views for my video for one thing. But what inspired me to make the video in the first place was someone else's video so I want to respond with mine. Someone suggested I do that. But looking at it (youtube), it's not clear how you do it. Is it by commenting? And if so, how do I comment? I want to put my video ( http://www.youtube.com/watch?v=miE4S_hlr1k ) in response to other videos which are of the same thing.

1-Make a good quality video through a high definition camera, if you do it for professional use.

15-Tell as many people as you can, spread the video as much as you can.
