How does twitter work?
Does it have to be on a phone or can you twitter on a computer?

The reason I am asking is I have contact info for a guy I want to contact and it's a twitter account. I live in Mexico and only have a Mexico cell phone. I would prefer to do it by computer-e mail anyway.

Please advice. Thanks!
