How to get more followers on twitter?

alright so i just opened a twitter account and i am now following celebs but my question is how do i get them to follow me and such. i know i cant message them because they arent following me but if i tag them (@theirname) in a tweet will they see that? lol im confused. ahha will someone explain this to me and any other things i should know... thanks(:
