has anybody else had this problem?

see, i thought i'd like to make a twitter account. when i try to sign up, it says my email has already been used, ive never even been to twitter and i use that email for everything. i change my password, log in, and i find the username isn't mine, the "name" is a random jumbling of letters, and the only tweet is promoting a phone app. has anyone else's twitter been hacked?
