No, he doesn't, both Shia LaBeouf and Megan Fox have said mutiple time in many inetrviews that they do not have a Twitter account and those are just fakes.

Shia Labeouf does not have a Twitter account. There are several fan pages dedicated to Shia Labeouf that have several followers which makes it seem as if it is really him but I would not believe it unless the account were to be Verified. Most actors and actresses do not have Twitter accounts.

No SHIA-L doesn't have Twitter and now that he will NOT be in Transformers anymore i doubt he will get one...
