if my twitter account is private will the person i tweet at see my tweet if im not following them?
I have my twitter account set to private. I want to know if I tweet @ a person who is not following me, will they see my tweet?

No, the tweet will be seen only in your tweet account and not theirs. If that's the case then spammers will start spamming every user account. Someone has to follow you to send your tweets to them. Smile
