If you are looking to increase your fan base as a marketing tool to build visibility, especially on a new fan page then I highly recommend fiverr.com...

Other than that, there are several ways to organically grow your fan page. I have found sites such as Yahoo Answers to be a good source to build visibility and Facebook likes. Here are a few strategies that will help...

1A) The key to Facebook, and any social network, is to keep pushing out great, free content that your fans are interested in. As I'm sure you already know adding constant value is a must. Many businesses do a great job keeping their fans apprised of deals and discounts through status updates, but if you always are trying to sell your fans on your product & services and don't give back by sharing content and offering giveaways they will eventually stop coming.
1B) Consider running a contest. This will help build brand awareness, increase visibility, and loads of value.
2) If you have a twitter account link Twitter to FB
3) Load videos on FB then embed codes on your own websites
4) Invite your email and ezine subscribers (this one works well)
5) Ad a link to your signature block on your emails
6) Embed widgets on your website
7) Place FB ads... Now this isn't necessarily an organic method of increasing "likes" to your page but by buying ads you can really increase your visibility
8) Use of the share button is effective if you have exciting news to share on fan page, deals, special incentives, changes that have been made, etc... This is more effective than suggesting to your friends approach
9) Leave an autograph with an "@ tag" as a way of signing off. This can be done on your personal status, friends, and other fan pages by placing the @ symbol and the first few letters of your fan page name. This will leave a nice little subtle hyperlink to your page that others can choose to click. Be very cautious (perhaps just avoid it altogether) when adding your autograph to competing fan pages
10) Consider adding a custom page to your fan page to increase your presence, add value, and build brand awareness. Depending on your budget a mini-website or landing page may be something you might look into down the road if you are serious about your commitment to Facebook.
