Just upload your picture...

Sign in and go to settings then design

http://twitter.com/account/profile_settings

click on change background image

You do not want 1 picture correct? So you will need a photo editing/design software program to make a collage. Adobe Photoshop or Microsoft Paint is the best, adobe costs but paint is free....
Or you can just go to http://www.freetweetgraphics.com/ and get a nice BG.
