How to make a twitter bot that translates?

I want to set up a twitter bot that translates a certain foreign singers tweets into english for a large group of us foreign fans.
Anyone know how to do it automatically?

I had a number of auto-translating Twitter bots set up, ArabTravelbot [1], BrazilBot [2], japbot [3]... until the Yahoo! Babel Fish [4] went out of business. Yahoo! Babel Fish seems to have redirected their services to Microsoft Bing Translator [5]; however, I went for the Google Translate [6] API instead, until it got to be too expensive....
