Do some SEO for your site. You could also try out Elance.com or Odesk.com, there's a lot of people looking for web design work. You could also promote your business to your friends via your facebook / twitter.

Social marketing is now huge. Twitter, etc.

"Slick pitches" are NOT what companies are looking for. They are looking for professionals with appropriate and documented experience and expertise who can provide them with a quality product, in a reasonable time, and at an appropriate price.

The best way to establish your expertise in your community is to offer education classes and workshops about web design. Teach your target audience about what makes a quality web design. Show them your expertise by teaching them. Demonstrate your knowledge and professionalism. Many of them will then hire you do work for them.

You can also do webinars on web design. Also, develop a local blog on the issue. Tweet, tweet and tweet useful hints and advice on web design. Show your expertise to the marketplace!

It might be wise to educate yourself on how to market a small business. Any of the books on "Guerrilla Marketing" will be helpful for you. I highly recommend them.

You can advertise your business on this site similar to Facebook . Put all your websites in one place.
As for local companies-take your business card and present yourself..Word of mouth is awesome.
Check and see if they have places to put your flyers.
