How can I target local investors interested in learning and networking without spending alot of money on marketing.

you should join find the people interesting in your club on the social websites like twitter. There you can find the perfect persons that you want.
It can be low budget marketing for you.
You can attract many clients just by increasing your followers.

You might also try Craigslist or Meetup to find like minded folks.
