What does the blue globe next to Twitter users mean?

I know the blue checkmark means it is a verified account of a celebrity, athlete, etc. But what does this globe mean? I know the person in the screenshot is not a celebrity.

If you put your mouse over the globe, it shows "translator"
It is quite simple, you can always just hover the mouse over the blue icon and it will tell you.
