When I download an android app?
I have a Samsung Captivate phone. When I go to purchase or download free apps from the market a lot of them say they have access to my location, network communication, my personal information, storage, phone calls, system tools, etc. This is worrying me. What will happen if I download apps that say that? Most applications I look at have a lot of those warnings. Should I go ahead and download them or is that dangerous?

Download them. The phone company knows all that stuff, so they're telling you that they by getting the app you are going through the phone company. The ones without the warnings are ones that don't go through the company.

Some applications need that information to work. For example, maps applications need your location to show where you are. Some messaging apps (like twitter) have option to sign your tweets by your location. And so on.
As long as the information is not send further, you are safe to install it.
