On Twitter, my account is set to private for that only people I approve can follow me and see my tweets. Whenever I do an @reply or a #hashtag can people see that? For example, if I said something about a celebrity in my tweet, but they don't follow me, can they see that tweet? Thanks!

No, unfortunately:/
Only your followers will see the @reply and #hashtag (since your tweets are protected). So in your case, since the celeb does not follow, they won't see it.
