question about twitter?

hey (: I was wondering if someone isn't following you on twitter but you're following them ( sound like a stalker lol) could they still see you're messeges?
the reason I'm asking is cause my ex lost his fone & i still want to be friends wit him & thats the only way i can get in connect atm. I saw he was writing on his page but he neva wrote back or even blocked me..
