there should be like an arrow under their name(tweet) to reply. and to tweet a certain person you put the @ symbol followed by their twitter name.
Also, to retweet someone you click on the double arrow looking symbol and to favorite their tweet you click the star. Follow me?? @lalalashlye
BTW: to follow someone click the searching glass and type in @ plus their name. (:
