If you mention someone in a tweet but they aren't following you can they still see it?
I mean to say, I tried to ask someone a question on twitter (by saying for example "@someone what is your fav color?") and they haven't responded. Are they just ignoring me or can they not see it because they don't follow me?

That's kind of tricky, but yes, they can see it, and it's a lot easier to see on an iPhone app because it has mentions of tweets.
