HOW TO UPLOAD A GIF TO TWITTER AS A TWEET?

I see 495834958 people posting gif links from tumblr and stuff and it says something like "media.tumblr" in the link.. something like that. and to get that on twitter i normally right click on the image, click properties and theres a link there so i just copy & paste it and it works.. so what id like to know is if the gif is saved on my computer, how do i get it on twitter as a tweet? if i like the gif i normall "save as" it on to my computer as a gif, give it a name, etc. then when i open it in my library its still a gif & moving picture so that part is all good. but if i try to add that gif on to twitter, it thinks its a picture or something and when you click on the tweet its not a gif its just a picture. i just want to be able to take it from my pictures and upload it on twitter as a tweet! i dont care if the gif has to be a link but please help! thanks!
