Are there any grammatical errors in this piece of writing?
The website will soon be capable to identify online bullies and trolls under new government strategies.

It wants dupes to be able to promptly identify who's posting nasty messages on sites such as Facebook and Twitter.

At that moment, it might take long and cost a lot of money attending court to get websites to hand over this information.

There are a few. More than the grammatical errors I would say is an error w/ the flow of the piece

I dont know if you intended for this to be an article style or just asking a question but we would need more details like where the topic originated ect.

I would rewrite as;

_Under new government strategies,the website will soon have the capability to identify online bullies and trolls.
_in all hopes, the strategy plans to allow officials to both promptly and accurately identify perps on social networking site such as Facebook.
_as it currently stands, the seemingly effective plan will be delayed,pending proper cooperation and policie from some key social networking sites.

"capable to identify" should be "able to identify" or "capable of identifying"


Those are the only errors I see that are strictly grammatical. Semantically, you may want to re-write. It could probably use another draft or two.
