If you can see a celebrity's tweet on your twitter homepage, does that mean that they are following you? Like for Justin Bieber & Selena Gomez, i can see their tweets but does that mean they're following me??

no it means that your following them if they are on your homepage. justin beiber and selena gomez have to many followers to follow all there followers.
soo they are not following you and cannot see your tweets. you seem like a fan so they see read dm's (direct messages) |
