Can I be choosy about who follows me on Twitter?

I have just joined up to Twitter.

I want to follow certain people like my friends and some celebrities.

However, I don't want just anyone following me.

If and when people follow me, is it ok for me to block/ stop people from following me who I don't want following me?

I am not really bothered about how many people follow me, it's about quality not quantity.
