Post on your twitter that you are an artist, and have many great idea's that would contribute best to Justin Bieber, then say you will post your idea's on your twitter and only those who follow you will be able to see, then be patient, this make take time to work its way to his site.

Ok, so First off you have to tweet him that "he will never notice you." Or "You Wish he noticed you." And things like that or you could say something like, "I know you are never gonna notice me, but Never Say Never" Or something sweet to get his attention, but tell him to follow you or else he wont.
