What are the in's & outs of having a Twitter account?

I have email & A Facebook Account. If join Twitter what would I expect to find? I do not know anyone who is on Twitter so it seems like it might be a waste of the time. I guess I could follow some stars, etc. What else would I do on it?

Ins:
- You can follow your favorite celebs
- You can interract with your local news stations by participating in their surveys
- You can say things to and post links for your followers with very little effort

Outs:
- It's one more thing you have to keep up with
- You have to sort through a lot of noise to find the updates that interest you.
- Some people re-tweet things that they think are interesting but you don't.
