How come twitter doesnt send all of my updates to my phone?

I requested twitter to send me texts on my phone whenever someone i follow "tweets"

But when i get on the computer i realize that they didnt send me all of it
In fact, i was missing about 10-15

how come they dont send me all of the tweets?
or is there anything i can do to fix this?
