How do you send a message to someone your following on Twitter?

You can't send a message to someone you isn't following you. The only way you can send a message to a person is if, you are following someone and they are following you also.

"@<their username> <your message>" (without quotes) to @reply
-OR-
"d <their username> <your message>" (without quotes) to direct message
