You don't buy a twitter. You just register to get one. Go to http://www.twitter.com.
You give them your email address and a password. Its that simple.

They're quite expensive. I'm guessing you have a lot of rich friends the cheapest I've seen on eBay was about 22.50 per month. I wish you luck but you would probably better off sticking to facebook.
