Is there any way to tell if you have a stalker who is NOT following you (or is your friend) but seeing your profile constantly on twitter or facebook?

I don't know about twitter, but on Facebook there are a bunch of apps that tells you who looks at your profile page and how many times.

no, that is not possible - the apps dont work either, they are just scams to steal your personal information

Facebook doesn't allow people to track who views their profiles or contents. Third party applications are also are unable to track anybody.
