Well I'm 12 and I don't have to many friends but if I was u I would go and just make conversation and if they decide not to like you that there problem not yours !

I have a lot of internet friends because of my hobby. Do you like to sing? write? watch a specific show (example Anime)? Draw? Animate? Play music? Play Games? if you like to do any of these things i can give you info on how to meet people with common interests.

Be careful meeting people online. It can be dangerous because you never really know who someone is. Also, don't be desperate. People and friends come and go. One way to meet people is to be physically social. Go out and talk to people. This is also the best way to meet people.
