Which is better when complimenting someone on twitter a dm or a tweet mention?

He's kinda famous but no one really knows about him, we don't know each other but I was just gonna mention him on a tweet and say hey thanks for the follow I think your really cute and dance really good. Should I small him that or tweet him? Also what's something I could say for him to get to know me or like ask for my number?

Why not try both approaches? If he's somewhat famous but doesn't have a big following, he would appreciate the mention because it's a chance for some of your followers to discover him. It'll put you on his radar. If no response within a day, then DM him (without mentioning your previous mention) and tell him the same thing - and end your DM with a question, so that he has to respond. Make it a neutral question, like "where did you learn to dance?".
