can i get twitter to email me when someone im following tweets?
I dont actually go on to twitter enough to follow the person, is there some way or program i can use to get an email when someone i'm following twitters?

Email? No, but you can subscribe to the RSS feed ( http://twitter.com/statuses/friends_timeline.rss ) with a newsreader such as NetNewsWire.

No, but you can use one of the many available twitter applications to get notified when tweets arrive.
