Blocking people without Twitter from seeing your account?

Is there a way of blocking people from seeing your account without disabling the feature where your friends can retweet your things?

I don't want random people to see my Twitter but I don't want to get rid of the feature where people can retweet my tweets.

Last time I checked the "locking" of your tweets was all in one...

Log in to your Twitter account.
Go to the profile page of the person you wish to block.
Click the person icon on their profile page. This brings up a drop-down actions menu.
Select Block from the options listed.
