If you give her your Twitter name in person I'm sure she would do it, I don't think she looks at her mentions anymore because she gets so much hate for dating the Biebs.

if you keep tweeting her and asking, she might check her mentions and follow you, but there's no garantee. if you meet her in person and ask her, though, I bet she would do it, she loves her fans. if you do get to meet her, try writing your twitter name down and giving it to her, because she'll probably be meeting lots of people and she wouldn't be able to remember it.
