Question about Twitter?

i tried to follow this girl on twitter,

her profile is public because i can see all of her tweets, but when i try to follow her it says
"You have been blocked from following this account by request of the user"

did she personally block me? or is this some kind of security setting on her profile?

That means she blocked you. Some people will just automatically block anyone they don't personally know.
