Prince Hisahito of Japan was born in September of 2006. I do not know if there are any who are younger.

Oh, there are younger than that Japanese prince..

Here's a young prince from Denmark:

Two princes from Luxembourg:
Prince Gabriel of Nassau (born 12 March 2006)
Prince Noah of Nassau (born 21 September 2007)

Prince Edward of Britain's son, who is styled a Viscount, was born 17, December, 2007

Just to give the few I can think of.

James, Prince Edward of Britain's son, was born 17, December, 2007 and is the youngest in the world. Although he is still a prince, his parents use a lesser titles, Viscount Severn, in the belief that it is different for young children to grow up being called a prince.

There is nothing wrong with using one of your lesser titles, but customarily people use their most important titles, even if they have several smaller ones. Camilla uses Duchess of Cornwall, which is her second most important title, because she know if she uses Princess of Wales it will invite public rebuke.

Viscount Severn is actually one of his father's lesser titles. But there is a long history of the son using one of his father's lesser titles until his father dies. In the case of James, he is already entitled to use the style "His Royal Highness Prince James", so it is unusual to use such a relatively insignificant title of his father's. Presumably when James reaches the age of 18 he will revert to his rightful title. Perhaps sooner if his parent's are persuaded that using the title won't hurt him. Right now they are concerned about him being in elementary school and his classmates calling him "Prince James".

Since he is currently 17th in line to the throne, he probably won't get an apartment in a palaces like previous generations of royalty. Parliament has been growing in hostility toward "grace and favor" apartments.
