My twitter account won't let me tweet. Does anybody know why this is happening?
The only thing I can do is scroll up or down to see what others tweeted. Other than that I can't do anything. I can't favorite, retweet, see my mentions, it's like it's frozen or something.

Make Sure the Tweet Does not Exceed 140 Characters as long as it doesint Exceed it Should let you Tweet you Should be able to Favorite And Retweet and See your Mention If it Doesint than Contact Twitter and Open up a Support Ticket and they will look into the Issue
