It depends a lot on your on how many you want and if you have a business.
When it comes to personal accounts close friends, family and some people you are interested in is kinnda enough. But if you want to be popular for some reason anything beyond 1000 is good.

For business accounts as many followers you got as better since is all about popularity on social networks.

Someone who tweeted funny jokes I would expect would have more followers than someone who twisted posts on discussing Latin.
