Your tweets need to be interesting and talk about subjects that other people find interesting and useful. Only your 'followers' really have a chance to see your tweets, although they are 'public'. Follow people like yourself (not celebrities) with similar interests and maybe some people will follow you back.

if you dont have any follower then no can see your tweets unless they view your profile.., but if you comment on the tweets of other, then others will see your comments, if its interesting, they might follow you..
just search for your friends in twitter and follow them and ask them follow you too..
