Is it necessary to create a facebook counterpart for your blog?

If yes why and is twitter also important? I just made an art blog with tutorials and stuff and i'm totally a newbie in blogging.

You cannot deny the importance of social media these days, it is almost everywhere! Facebook and Twitter are two giants of social media, and as you are a newbie in blogging you need to promote your blog on these platforms. People wouldn't get to your site if you don't encourage them to visit.
