There are rules to follow if you want to get more twitter follower....

1) PICTURE....Show your face by uploading your real picture. People dont like following people that doesn't have pic. Not having a picture makes you appear like a scammer.

2) BIO...Write a catchy bio that will make people want to follow you.

3) TWEET ALWAYS....Yes, keep your followers following you with regular tweet. You shouldnt keep your twitter page dormant. However, don't get your followers annoyed with every irrelevant and trivial tweets else they will unfollow you.

4) KEEP IT SHORT AND SIMPLE....Keep your tweet short and simple for easy retweet.

5) FOLLOW BACK...Follow your followers else they will unfollow you asap.

6) SHOOT THE ELEPHANT....Follow a celebrity and his friends will follow you almost instatn cos celebrity has got a lot of follows waiting anxiously for every tweet coming from the celebrity. In this case, the celebrity is the elephant....they've got lots of followers.
