How do i openly 'tweet' someone on Twitter?!?

I've recently joined twitter and i cant tweet anybody. All im able to do is re-tweet the tweets already made. Could anyone explain how to tweet someone i'm following?

Type @ and the Twitter User and type your message

either type their name with an @ infront [like @Muse]
or find one of their tweets and press reply. [next to retweet]

you simply use a public reply option - which goes as something like:

@twittername sample message
