Can you talk to someone only you follow on twitter?

So I wanna like talk to people on twitter, but do they have to follow me too, so we can talk or like with a famous person, if only I follow them is there anyway of me talking to them?

You can talk to anyone on Twitter, and nop they don't have to be following you. They can check their @ replies and see who's been tweeting them. But if it's a famous person you're wanting to talk to, it's unlikey to get a reply back since there's so many fans trying to get their attention!

You can talk to anyone by making public replies. First, find out their twitter name. Then, use @ beside it, like @twitter ( space ) then type in your message that's less than 140 characters. Simple. Other third party tools take care of this for you where you have to simply click on someone's profile and click an option to send a public reply. All you have to do is type in a message.
