Are following and receiving tweets for free?

I'm new to twitter. And I'm planning on opening an account.
I know that opening an account is for free and sending tweets will cost.
But what about following tweets or receiving tweets? Are they for free?

I'm with vodafone, and if you have tweets from the people you follow, it doesn't cost me, but if I update my status, from my phone, it costs 1 standard network message (10p for me)

opening an account ,sending tweets,receiving tweets ,following is all free in twitter the only thing u have to pay for is internet usage.
'twitterlator' is an iphone application for twitter there may me some more applications but i dont have an iphone so i was not not bothered abt those iphone applications there might be many more iphone applications for twitter. you search in google and maybe u can find i hope that it might be free with iphone too.
as u are new so i shud tell u tht u can upload ur photos on websites like twitpic..com and tweetphoto..com where u can share ur activiteis to ur followers through photos
