Should I try to create a small social network?

I have knowledge in HTML, JS, CSS, PHP and Mysql. I've already created a database, and I have a registration form up and running. Should I keep going?

Yes. It's always worth a try. Even if it isn't successful, you've become more skilled in making it, and hopefully enjoyed it.

For fun and for exercise yes, perhaps even for some inner business social network but not if you want to compete with facebook, twitter etc

Go right ahead, if that's the kind of thing you like to make.

What I would suggest, though, is make sure you have a gimmick. Something your site has that isn't offered by any of the established services. Otherwise it probably won't get off the ground.
