If someone you blocked on twitter changes their name are they still able to dm you?

About a year ago that I blocked and unfollowed someone on twtter. A few months later I think they deleted or changed their account name.
I recently started following someone and they immediately started to DM me asking me different questions. I am curious if when you block someone and they change their twitter name if that block is no longer valid. Also is there anyway to find out on Twitter if that person has changed their @ name?
I did look at a website called http://howlongontwitter.com/ and it told me that this account has only been active since February. Is there any other sites that can give me more info about a specific twitter account?

If they change their username, Your account still blocks them.
