Tweet stuff they might be remotely interested in.

1) Spam them. Tweet them as many times as you can, and put a number after it (eg @justinbieber please follow me! 10)
2) Get someone who's followed by them to dm the celeb for you, to follow you
3) Tweet something interesting
4) Have a neutral username. eg if your username is biggestjbfan, than cody simpson probably won't want to follow you.
