What are the ways in which an advertising agency can advertise itself to its clients across all sectors?
They cannot use conventional media like products and services do. Is there any channel or what are the ways through which it can reach its clients?

How to design a promotional strategy for the ad agency that can be applicable to clients for all sectors?
Not a sector-specific campaign.

I would use inbound marketing techniques like social media, blogs, websites, forums, interactive videos, etc. That would bring traffic to your site and there you can wow them with your product/service. You could try innovative Guerrilla and street marketing to get the buzz going about your brand. If you want to do more traditional media, you could try to send out a creative postcard to your clients for a major holiday showcasing your creativity. Finally, you can contact your potential clients of CMO's directly by sending them a personalized sample of what you can do for them...a draft version of an ad you could provide. Good luck.

One of the best ways is to use SEO to ensure that when your prospects are searching for ad agencies, your relevant pages rank highly in organic search results. Another way is to make sure that your agency is using Twitter and Facebook as a PR channels.
