Can someone follow me on Twitter without having an account?
I know they need an account to tweet, but do they need one to follow? I don't believe so, but I want to confirm. Thanks!

they can view your page anytime but they cant "follow" that requires an account

No they can only view your account but for following you they will need acccount.

No not if your account is not set to private. They just have to type in http://www.twitter.com(your user name here) and will be able to see whatever you post. So they do have to know your user name but that's easy enough to find. Either via mutual friends or search by real name.

A person can follow you on Twitter if and only he/she have a Twitter account. However, someone can read your tweets even without a twitter account.
