The subtitle of that section is "What's happening now, tailored for you.", so it is different for everyone.

Content that appears that is almost certainly based on a combination of the popularity of the person who posts it, the popularity of the tweet itself, the subject of the tweet, the simularity between the people followed by the viewer and the people who follow the poster, and a host of other factors.

It is not something worth trying to game.

Write interesting content and let the popularity algorithm take care of itself.

(Becoming a famous TV star and thus acquiring thousands of followers wouldn't hurt though)
